Does USCIS require the translation to be notarized?
No. 8 CFR 103.2(b)(3) requires a full English translation plus the translator's signed certification of completeness, accuracy and competence. Notarization is not required by USCIS. If you need it — consulates, courts and schools abroad often do — choose the notarized tier at $35 a page, where a separate commissioned New York notary notarizes the translator's signature.
Can I send a photo taken with my phone?
Yes. Make sure all four corners are in the frame, nothing covers a seal, and you photograph the reverse side as well if anything is printed or stamped there.

Do I need to submit the original along with the translation?
